In Express Entry, IRCC does not use your raw test score. Each ability (reading, writing, listening and speaking) is converted to a Canadian Language Benchmark (CLB) level for English, or a Niveaux de compétence linguistique canadiens (NCLC) level for French. That CLB level determines two things: whether you meet a program's eligibility threshold, and how many CRS points you receive for language.

Many applicants remember an overall band such as "IELTS 6.0" or "IELTS 7.0" without checking each ability against the chart. This article sets out the official equivalency charts published by IRCC on canada.ca and the minimum levels for each program.

1. Tests accepted for Express Entry

IRCC's Express Entry language requirements page lists five approved tests:

English: CELPIP-General, IELTS General Training, PTE Core

•

French: TEF Canada, TCF Canada

Points to note:

•

IELTS Academic is not accepted for Express Entry. Only IELTS General Training is.

•

IRCC states that IELTS One Skill Retake is not accepted.

•

Results must be less than 2 years old both when you create your Express Entry profile and when you submit your application for permanent residence. Results that expire between those two dates can lead to a refusal.

2. IELTS General Training to CLB

Listening stands out. CLB 7 requires 6.0, but CLB 8 requires 7.5 and CLB 9 requires 8.0. That 1.5-band gap between CLB 7 and CLB 8 is wider than in the other abilities, where it is 0.5. Reading also has a 1.0-band gap between CLB 6 (5.0) and CLB 7 (6.0).

3. CELPIP-General to CLB

CELPIP-General converts one-to-one. The CELPIP level for each ability equals the same CLB level, from CLB 4 (CELPIP 4) to CLB 10 (CELPIP 10).

4. PTE Core to CLB

PTE Core and PTE Academic are different tests. Only PTE Core is accepted for Express Entry.

5. Minimum CLB by Express Entry program

Federal Skilled Worker (FSW): CLB 7 in all four abilities in the first official language.

•

Canadian Experience Class (CEC): CLB 7 for TEER 0 or 1 experience; CLB 5 for TEER 2 or 3 experience.

•

Federal Skilled Trades (FST): CLB 5 for speaking and listening; CLB 4 for reading and writing.

Each ability is assessed separately. IRCC does not average scores, so a single ability below the threshold makes the profile ineligible for that program, even with a high overall band. For example, IELTS General Training results of Listening 7.0, Reading 7.0, Writing 6.5 and Speaking 5.5 give an overall 6.5, but Speaking is only CLB 6. That profile does not meet the FSW minimum of CLB 7.

6. CLB and CRS points

In the CRS core factors, each ability is scored separately by CLB level. For a candidate without an accompanying spouse, each ability earns 17 points at CLB 7, 23 at CLB 8, 31 at CLB 9 and 34 at CLB 10 or higher (with an accompanying spouse: 16, 22, 29 and 32). The largest step is from CLB 8 to CLB 9: 8 additional points per ability for a single candidate. CLB 9 is also the threshold for maximum skill transferability points when combined with education or work experience.

7. Programs outside Express Entry

PGWP: since November 1, 2024, university graduates (bachelor's, master's, doctoral) need at least CLB 7; college graduates need at least CLB 5.

Agri-Food Pilot: CLB 4 in all four abilities, per IRCC's page updated April 27, 2026.

Provincial Nominee Programs, including Manitoba's MPNP: each stream sets its own language requirement. The CLB charts above still apply, but check the minimums in each stream's current guidelines.

8. Practical steps

Check your results against the charts ability by ability, not by overall band.

Identify your lowest ability. It decides whether you meet the program threshold.

—

Note your test date and the two-year expiry. Compare it with your expected ITA and APR timeline.

—

If you retest to raise your CRS, focus on abilities close to CLB 9, where the points difference is largest.

—

Enter the correct test type in your profile (IELTS General Training, not Academic; PTE Core, not PTE Academic) and the registration number exactly as shown on your test report.
